She wants the children to come to her house so she can control the situation. In her own home she will be under no obligation to be respectful of you or your husband. The reappearance of the sister has nothing to do with it. She is just using it as an excuse to bend you to her will. Stand your ground and do not budge! You are doing the right thing.
