Is jimmy clausen a bust?

I dont know if its fair to label him a bust yet, considering the panthers had no run game and the only good receiver they have is steve smith, and hes aging and quit this year. The D was pretty abysmal especially up front after losing julius peppers and the 2nd best defensive player on the team (thomas davis) missed all season with an injury. Not that any of this matters since they will probably go after luck as the franchise qb. But in a few seasons if he were on a solid team do you think he could be a good starting qb?
