Are horses given away in your state?

I live in the mountains near Albuquerque, NM and am saddened to see that people are giving away or abandoning their horses because they can't afford them. There is an Rescue Center here Walkin N Circles Ranch, 505 286-0779 who is advertising for homes. They are featuring a beautiful Arab mare, perfect for an advanced beginner, and have many other horses who need homes.
