Are there YA! moderators who screen every question that's being asked?

I was just wondering if any of you know if there are Yahoo moderators who screen every question that is being asked on Yahoo Answers? Like are they looking over every question to make sure that it's not violating the community guidelines - kind of like a weeding out process, whereby they can delete a question right off the bat when they deem it to be a violation. Or, do they only scrutinize over questions that have been reported as abuse by other users?
