How to deal with civil mutiny?

In Army " collective insubordination to lawful military authority " is called "mutiny" and those who indulge in it can face death sentence.Collective insubordination to lawful civilian authority named "civil disobedience" by Gandhiji is perpetrated by Indians after independence in the form of strikes,lock outs,dharnas,rasta rokos,gheraos,road shows and the like, by vulgar politicians who get away with it all. Should not civilian mutineers face at least 7 yrs RI ?Should it not be made a cognizable non bailable offense?Thousands of innocent citizens face inconvenience by civil mutiny .
